Planning and International Operations Director at the Canadian Human Rights Commission, and was subsequently the Institutional Development Advisor to both the Rwandan Human Rights Commission and to the Ugandan Human Rights Commission. With demonstrable management skills in all areas: planning, coordinating, controlling and evaluating,Mr. Dwyer has excellent analytical
and problem-solving abilities, and a proven track record in strategic planning, formulating policy positions, developing and delivering training programmes (Human Rights Principles; The Role of National Human Rights Institutions; Human Rights Monitoring; Human Rights Reporting; Investigation Techniques; Mediation/Conciliation Techniques), preparing needs assessments and project proposals and evaluating projects. He possesses a thorough understanding of human rights concepts and has the ability to translate these into concrete human rights programming. Mr. Dwyer has strong written and verbal skills, and a demonstrated ability to work in teams, as well as with senior officials and staff, across social, cultural and gender boundaries. He has worked extensively in Africa, South Asia, South East Asia and the Middle East.
